"CoCCA" - is an acronym for "Council of Country Code Administrators" - as an artifact of the organic growth of the project, "CoCCA" is used to refer to one or more entities, or even a database application, depending on the context. Council of Country Code Administrators Incorporated A not-for-profit society of TLD managers (based in NZ), CoCCA does DNS related capacity building in developing counties. CoCCA also assists in policy development, complaint resolution, mediation, arbitration and runs a registrar accreditation scheme on behalf of participating members. Taking the view that administrators of country code Top Level Domains (ccTLDs) are trustees for the domain, CoCCA Members seek, through consensus, to develop administrative models, policies, and technologies which improve the utility, technical stability, and interoperability of member ccTLDs with the DNS. CoCCA has been established as an inclusive forum for collaboration among those trustees of ccTLDs that support responsible administration of the DNS, accountability models, and industry self-regulation. CoCCA Registry Services (NZ) Limited A private company set up to provide hosting services and software development on behalf members of the Council of County Code Administrators. It is funded not by running registries (CoCCA does not run registries our users do) but by Support Subscriptions and Hosting fees. Hosting is optional - only one in three users choose to host at one of our facilities. Those who do not host with CoCCA simply download the software and install it on their own infrastructure and maintain it with their internal IT staff. For over a decade CoCCA has written, maintained and distributed the "CoCCA Tools' database application - the most widely deployed registry solution in use today. CoCCA is currently used by 35 TLD's with several more committed to migrating. CoCCA's commercial model is not a registry "outsource" model, it is a registry "hosting" model. The difference is subtle but important - host month to month at one of our two dedicated data centers or download and host where and when you want. If deploying our technology saves users money (or makes them money), or if a user requires assistance in installation or data migration, commercial support Subscripton are available af very affordable rates. Since CoCCA does not "run registries" in the conventional sense software development is user-funded through Subscriptions. If funds are scarce, as they can be in some developing countries, or a user cannont afford a Support Subscrition we provide support on a "best-efforts" basis. Often after migration the commercial prospects improve and users purchase a Subscription when they are able to afford one. CoCCA was established to deliver economies of scale, and free users from the burden and expense task of software development while allowing users to incorporate whatever mix of local or in-house skills are available. Unlike other registry companies, CoCCA was established by a consortium of ccTLD managers with the goal of enabling them to run their TLD efficiently and inexpensively - not to make money running by running other peoples TLDs. It is predicted that new gTLDs will more closely resemble the ccTLD environment than the existing gTLD environment. No other registry services provider knows more about how to operate a TLD efficiently and inexpensively as CoCCA. Under our collaborative model CoCCA focuses on software development. Engineers and systems administrators associated with over 35 TLD's feed information back to the development team on a daily basis. Three developers in NZ and over 40 local systems engineers constantly test and evaluate our technology under wide variety of production environments. The software is free and is updated several times a month to either address security issues, add new features or improve performance. If you want to fork the code and hire your own developers, you may. However, our Support Subscriptions are so affordable (10k or 27k / year) that forking the code and hiring your own developers may be difficult to justify commercially. The consensus amoung our users is better to spend money on building their brand and customer service than development. If you have a Support Subscription and require a feature that is not supported in the current version, we will include it in a future release. Our pamoja platform supports plugins and starting in Q1 Q2 of 2012 a variety of third party gTLD enhancements will be available from a "pamoja app-store". CoCCA Data Escrow Services (NZ) Limited An privately held NZ entity established to escrow TLD data and provide registry fail-over and disaster recovery services. Primarily for users of the CoCCA software, it escrows both data and the registry system.
